What would be the best "stack" for a sump filter? Coarse pad,carbon pad,fine pad? Does it really matter? I would assume the fine pad always goes on the bottom. Under the pad box I have bio balls. Can/should I put media bags in the return pump section?

When mine was active i had it set up the way you said. I had course padding then fine padding, and bio balls underneath. I didnt put any carbon or anything after that because I had a seperate canister filter. You have the right idea though, filter out the junk, have bacteria to break it down, then add any other media to the cleaner water.
