I would never use that stand in its current size. The cheapest way to go would be to buy a piece of plywood the same size as the tank, SECURE it to the existing top (I would then add some foam to cushion any uneven areas, then put the tank on it. 40 gallons may not seem like a lot of water unless you have to mop it up off of your floor.
