Im trying to build a stand for a 15 gallon that holds a 10 gallon beneath it as well, and im trying to make it so that the top fits the 15g perfectly. The only way i can think of doing this is to make a 2'-1'-30" stand that is made out of 1/2 inch thick plywood and modeled after a bookshelf, with a shelf 15" from the bottom that provides a footprint of 23"- 11.5". so the only supports for the tanks would be the back and sides which would be plywood. Im guessing this structure would be too weak and im looking for some ways to beef it up. If thats impossible than i'll just build a larger stand and live with the fact that it wont fit the top tank exactly.
 
You don't want your shelf for the bottom tank 15" off the ground. That will leave you no room for access. Place the bottom tank closer to the floor, about 4" or so, and just support it in the front as well as the back and sides. Something like this:

Well, the 1/2" plywood should be fine for supporting your setup. I agree on not having enough space. Make sure you give yourself plenty of room.
