There is a lot of research that must be done on the front end before fish and corals go in, so do some reading.
As far as corals and fish go, you should go to liveaquaria.com and look at their nano fish and other fish that stay really small. They include minimum tank sizes for each fish so you can pick out what you like that stays small enough. Many people really like ocellaris clowns, they stay small and are really enjoyable to watch.
The same can be done for corals as they have a beginner corals section.
Based on the corals you want you can then choose the proper lighting for those corals.
