Starting a 10g Planted (help)

I'm making a planted 10 gallon tank with 20 neon tetra and 10 crystal red shrimp. I just bought the tank for $12 (no hood, light, filter..etc)

Whats the best way to set this up? Obviously I have to buy piece by piece. I didn't really want to go with a kit because I didn't want to have low quality lighting/filter.

Couple questions:
1. How strong of a light do I need for a 10g planted?
2. What filter do you recommend for what I'm making?

I'm trying to go for something along these lines:

AC 20-30 for the filter - best bang for your buck.

lighting if you are going high light I would do a single bulb VHO T5 setup. But a standard T-8 with a good bulb light rig works for a low tech tank setup.
