Sterlets in PA?

i live in pennsylvania, i want to dig out a pond for sterlet. what do you guys think, given the climate here, would be a good depth for it to be to keep the water at a suitable temperature, and how big would i want my sterlet to be before i move them from the tank to the pond? the pond will have a filter and possibly a waterfall. tell me what you think!
 
From experience Your pond will need to be atleast in my opinion 1.5ft below frost level. also atleast one if not more pond de-icer for the winters, ........Depending on how much $$$ you are looking to spend is based on what you can do. Keep the edges steep & deep to avoid roaming cat/raccoon poachers. I do have a set of prints from my pond that include de-icers and circulation pumps, which keep water between 68 - 72 in the middle of winter. I will gladly send these to you if you would like.
