So I have an empty 15 gallon just sitting here and I'm thinking it needs some fish. It had Neon tetras at one time but I don't want the same thing again. Any ideas are much appreciated.

minimum 5g's each you can stock as 5g for the first and 3g for each of the next ones if you keep the ratio either all females or 2 females for ever 1 male you can go to dwarfpuffers.com for sexing tips. They enjoy heavily planted tanks but plastic plants are totally fine, must have a visually complex environment because they are smart and will spend most of their day exploring their tank. They don't need snails to trim their teeth but they still appreciate hunting them and if you gut load them they can help keep your puffers healthier! Blood worms, mysis shrimp, brine shrimp + snails. Generally not advised to keep in a community tank because as with other puffers the general trend is for them to get more aggressive as they age. 50% wc's a week and keep an eye out for bullying and nipped fins as it is added stress for the puffer and you may need to separate the aggressor.
 
Thanks for the info puffykid. Checked out that website and it had all the info I needed. Next time I go to my lfs that sells them I think I'm going to get 3 of them depending on their stock and prices. Only question I have is do they prefer sand or gravel? Because I have sand in the tank right now and don't really want to switch back to gravel.
 
They don't seem to have a preference of one or the other so sand will be just fine. As long as the sand isn't a darker color, dp's tend to become quite invisible with black sand. White sand is fine
 
I'd suggest perhaps a pair of either kribs or bolivian rams (while kribs are west african they are still mellow) with some harlequin rasboras / cherry barbs
