is this a good stocking for a 29 gallon tank?

Well you probably will have a hard time finding a female dwarf gourami, they usually only sell males in LFS because the females are grey. If you can't get a female, I wouldn't put two males, they can be tough on each other.
Other than that, stocking looking kind of heavy. I would cut the number of schoolers back and stick to two species in a tank this small. Like 6 of each, so 12 tetras/rasboras/etc total.
So 1 gourami (2 if you can find female)
12 schoolers
3 guppys
snails
Then you would be fine in my opinion.
