Stocking 9 gallon fluval flex

I ordered one recently, but I don’t know what to stock it with. I would like to have cichlids, but can’t think of any besides shell dwellers. I’m thinking:
1. Shell dwellers and guppies(or are there any small tetras/barbs that can work).
2. Pea puffer or a different dwarf puffer.
3. White cloud minnows and some kind of loach if any are small enough.
4. Betta and ember tetras.
5. Just cherry shrimps.
I’m thinking maybe shell dwellers since the only african fish I ever have/had is an upside down catfish. Unless there are any dwarf cichlids that can work others wise that I can have atleast 2 of, I don’t know what to stock it with. Any suggestions, maybe a nano oddball?
 
I will try to post photos of my fiancee's 5gal flex, just long fin leapoard dainos, some gobys(see if I can clarify later), spiderwood, anubis and banana plants, easily one of my favorite tanks to watch.

I would just do plants, shrimp, and snails. Maybe some chili rasboras, with one otocinclus or reticulated hillstream loach if you really want fish. I've got blue dream neos and yellow tiger endlers with one oto and I love that tank, but it's a 40 breeder so I can let the endler population self regulate. Shellies would be great also but I would just keep them only. Most tetras are gonna need different water parameters than shellies.

We got all these at Petco via Segrest Farms. I really prefer these over the bumblee bees, I will try to get a better photo of just the goby's later they are quite active and are usually grazing glass.

Shrimps have very low bio load so it'll take a LONG time to cycle with the 3 ghost shrimps.

The scape looks perfect for a shrimp tank. Once the colony gets going, maybe some CPDs or endlers.
