I have a 220 sand bottom and with a 40 gallon sump consisting of filter socks bio blocks then filter floss and carbon. My stocknis currently 5 clown loach, 3 severum, 3 true parrot fish, 2 blue gourami, 2 tinfoil barbs, 2 angelfish, 2 African leaf fish, 1 gold fish, 1 Oscar, 1 Jack dempsey, 1 green terror, 1 golden algae eater, 1 ornate birich, 1 Segal birich, 1 fire mouth, and 1 starry night cichlid not asking advice on my stock choices but my bio load. These fish are far from full grown but once they are with my tank be overstocked?

Yes Sir .
 
Very overloaded waste output. You’d have to cut your stock in half or make a much bigger sump with a lot of media and a very high flow rate

Territorial issues aside, water quality may become an issue, when these fish become adults, put on some size, and "put out" waste.
Species like severums, Hoplarchus, and oscars are very prone to chronic bacterial disease like HLLE when nitrates exceed 10 ppm,
So what may be considered by some, to be excesse water changes,
I believe a 40-50% water change schedule every other day may be needed to maintain a healthy environment.
 
Just an update, moved some stock around. Down to 4 sevrum, 4, clown loach, 3 parrot cichlid, 2 angelfish, green terror, Jack Dempsey, firemouth, goldfish, alf., tinfoil barb, polleni. All still small, may have to clear out more down the road, good for now though.
