Stocking new 20 gal

Hi guys I have a 20 gallon tank (its tall but not wide) thats currently empty now. Im currently cycling it with fish pellets & flakes (Do i need to do water changes while cycling?). The problem with it is that it's near a window so during the summer (like now), it gets really warm in there.. like 86 degrees F. BUT i DO want to stock it with fish once things cool down. Is this stocking ok? :

1 german golden ram
1 german blue ram
(or a pair of just one type if i cant do one of each)

a school of tetras (different for some variety but hope theyre similar enough to school with eachother) :
3 neons
3 cardinals
3 emperors

+
3 glass catfish.

Hopefully that's not overstocking..

ALSO i have a 10 gallon tank with neons & cardinals in my room but the temperature can rise to around 82-84 during the day when im not in there and the AC is off. All i did so far was put back in the bubble maker b/c i heard extra oxygen helps when its warm. Anything else I should do?

I'm still a beginner, so excuse my mistakes (if any), and thanks for the feedback :)
 
How tall are we talking? Is it a 20 high (24" wide) or a 20 extra high (20" wide-basically 2 10 gallons stacked up)? The amount of floor space and horizontal swimming room will have some affect on the stock. If it's a 20H, I think a pair of rams would be ok (and you could do a blue and a gold, they're the same species and could still pair up), although a 20 long would be better for them. As for the tetras, I'd only do one or at most 2 species. I don't like to do less than 5 or 6 tetras to a school. The neons and cardinals would probably school together as they are so similar, but I doubt the emperors would. I'd skip the glass cats as they really need a bigger school than 3, and that would require a bigger tank.

For the other tank, I wouldn't worry about it getting up to 84, but extra aeration is always good. People keep cardinals with discus and keep the tanks at 82-84 all the time. As long as the temp change is gradual, they should be fine
 
its the 20" high one, so not too much floor space after the decorations go in. I guess no glass cats.. =( Can I replace them with anything that's small, colorful & doesn't need a school? Is a single tiger barb or swordtail ok? Or even an angelfish? =X
 
I like the first idea, for the other not really a fan of keeping schooling tetras in such low numbers.

Tiger Barbs do better in small schools
