Strange behavior

Had 6 different arrowanas over the years all ate off the water surface and ate mostly pellets with some treats but my current black arrowana will almost never eat off surface had for almost 3 years I'm guessing somewhere around 30". This all started when I first got him and he wasn't in good shape and very skittish. I have other tank mates but he clearly runs the top of tank. Has anyone ever dealt with aro refusing to eat off surface.
 
Do whatever makes it comfortable. I am the opposite and can't feed floating so my aro eats sinking which is great for me as I have overflows on the tanks. I know aros refuse to eat due to stress but not eating off the surface just means it doesn't like that food.
