Stunted Gar?

I have 2 Florida Gars, as you may know. One looks completely healthy, fat, muscular body, and has grown about and inch since buying it a month ago, and the other is thin, and hasn't grown much. It has big eyes, and a very big tail (in comparison to its body), and is very thin, however much it eats. Could it be stunted?
