Stunted growth for breeding purposes?

I was at small lfs earlier. I was talking to the owner about breeding cichlids for the store to sell. The owner was telling me he has another breeder that stunts his breeders to save space of large tanks. I personally felt it was a little cruel. Has anyone done or heard of this?

Sounds like a fish version of a puppy mill. I havnt heard of it being done but im sure it is by some breeders.
