Stunted growth of a jardidi

an opportunity came by me a few hours ago. i've found out that there is a jardini that someone is giving away in my area. i think i may pick it up, however its been kept in a 55g for 5 years and is only 13inches long. The growth was obviously stunted. If i do pick this fish up and throw him into a much larger tank is there a chance it may start to grow? or is the poor mistreated fish doomed ?
 
After 5 years of being kept in a 55gal there MUST be some irrepairable damage already done but i would still get it.

I dont know how true this is but some say that a fish may stop growing but its internals will keep growing.

haha i see, most times we keep our aros here in singapore in 150 gals i think.

5 by 2.5 by 2(height) measurements in feet.

Do you guys feel its too small?
