Stunted or not?

I am looking to buy a couple of rays.

If a female hybrid motoro has only grown to about a 6 inch disc in 8 months, could you say it may be stunted? Could it be a runt? Any info out there on Motoro rays not reaching their potential besides food,water quality and tank size. What other reason could there be for the slow growth? Would they continue to grow if I bought them and put them in a 450 gallon? I just don't want to be stuck with small motoros.
 
I am pretty sure I already have one from the same batch and it is about 10"(female). The females I am looking at buying are from 2 two different batches from two different females. The ray on the right in the picture is the one I have now from the same batch.

There are many factors that contribute to growth rate. Frequency of feeding, food, quality of the food, water quality and ancestry just to name a few.
