My friend just got a styrofoam 3D background from amazon she wants to know will her heater melt the styrofoam her heater is a JBJ True Temp titanium heating system 1000 watt.

As long as it's not touching the styrofoam it will be fine. Give it maybe 2 inches of space and it probably would barely even warm the foam. It could have bubbles coming off the heater because it's boiling the water at that distance and the convection of the water would keep it cool enough.
Until the tank starts boiling. Bigger problems than damage to the background at that point.
