Submerged vs Moving bed ?

I was just wondering, given the same space to work with, what would be considered better bio filteration?

fully submerged media such as eheim substrate pro, or same volume of water using k1 moving bed.

ignoring mechanical filteration and assuming that the water is only chemically toxic and does not have floating debris!

Set up a Moving bed filteration. But instead of K1, get eheim substrate pro and a VERY VERY strong pump that can blast the substrate pro like K1.
