Submerse medio or trickle?

Does it make a difference if I submerse the media in water or if the water trickles over it? I was setting up a DIY filter where the water will be pre filtered and the bio balls will be submersed in water. Is it better to simply have the water trickle over them? Or does it not really make a difference?

trickle is better because the bacteria grows better when exposed to oxygen

There's no too much of a difference, but yes, trickle filters are more efficient at holding and growing bacteria.

How so please explain further. Everyone keeps saying this but I want to know how as a mostly use submerged.
