Substrate question

Would Fluval Stratum substrate be a good base then add a layer of Eco-Complete over the top of it? As well as adding root tabs throughout the substrate to ensure available nutrients to spreading roots. Or would it be better to only use Eco-Complete or another substrate?

What are you trying to grow? Are you trying to do a high tech tank with Co2 or high light? or are you trying to do a low tech tank with low light and no Co2. It all depends on what you want to grow. Either way you do not want to fill substrate with fertilizer tabs you will just have a huge algae blume.
 
I would guess just use one substrate or the other. Stratum or eco-complete. Both are designed for plants. Most plants should be good in one or the other. Dont know much about Fluval's substrate but heard a ton of good stuff about eco-complete.

I only want to top the stratum with the eco because it is a light dirt like substrate and the eco is heavier so there will be less issues with uprooting and the substrate getting stirred up. Bottom is like dirt and top is more like rock

It will be a co2 high lighted tank. And I basically want to grow whatever I put in there(I say this only because I am not familiar with all the names of plants
