Sump plan is:

Inlet through filter sock
Filter sock to LFS filter pad
Filter pad to drip tray
drip tray drips down on bio balls then pot scrubbies
then through bubble trap to pump back to tank

Do I need some sort of pre-filter media? Do I need a refugium or something like that, or will the bio balls and pot scrubbies be enough for bio? And do I need a polisher after the scrubbies? Or will this be good? This will be the only filtration device on tank.

Sounds pretty good. Filter socks come in different micron ratings the smaller the micron the more it will filter but need to be chnaged faster.

The sock is you pre-filter

Refugium is usually for SW but having plants in your sump will not hurt.

Bio balls and pot scrubbies should be able to handle the bio load given that you put enough in the sump.

As for a water polisher, the more mech filtration before the bio the better cause then the bio will stay clean. As far has how 'polished' you want your water, you can accomplish this the filter socks. I think 40 mircons is about as small has most people can see in water. So a 50 moicron or so sock will keep it looking good, however depending on how waste is produced in the tank this might need chnaged often.

Also more info on the tank and the fish you want would help plan your filter.

Tank will be a smidge over 300 gal.

Occupants will be 1 silver aro and 1 motoro ray.

I'm assuming about a 10x turn over rate.

Thanks for the help with planning this sump.
