A wet/dry filter is an "ideal" environment for bacteria to colonize. So adding it to any sized tank will ad to the potential size of the bacteria colony.

But in general, aquariums do not 'need' a wet/dry...


Just make sure you use a pump size that is appropriate for the small sump you are using...

I will say the smaller the sump, the harder it is to keep running correctly.
 
you can hook it up to any size tank. but if this is your only filter i would put it on a max size of 60 gallon with a ten times turnover

for a ten times turnover you need this much gph
10gallon=100gph
20gallon=200gph
30gallon=300gph
40gallon=400gph
50gallon=500gph
60gallon=600gph
