i am trying to figure out the way to regulate the flow into sump with the pumping of water out of the sump. PLEASE HELP
 
Do what??

Put a T line in the return to the tank. Have one of those two returns going back into the sump with a ball valve on it that you can adjust. The other will go straight into the tank without a ball valve (at least not one that you used to regulat flow. Use the ball valve in the first return to regular how much water is circulated right back into the sump and that will also regulat how much goes into the tank.

Is that what you need?
 
Get an overflow? It will only dump as much water as your pump can push up into the tank.

Question is a bit general, more information would help. I am assuming you are siphoning water from tank to sump...instead of siphon use an overflow type of intake.
