Young juvenile red doesnt display redness except on the finnages and some on the lips. It's not showing now doesnt mean it's or lower quality. All reds have to go through this stage.

Some SR won't show any red color even in 1-2 years and some longer, then it will burst out of a nice red color in no time. Some do develop early. It's up to the owner on how he/she take care of their aro. If it's a high grade SR and the owner is not doing the proper way on taking care of the SR, then it may not turn out to a high quality one when it grow.

The quality of the aro is just there to guide you of it's development. So the aro must be taken care properly to make it look good when it grows.
