You could probably start adding a bit of aquarium salt once he hits 1.5-2 inches and add a bit more every month or every couple of months as he grows until you reach your target salt concentration. Do you plan on acclimating him to full marine? Or keeping him in brackish water?
I am hoping brackish will be good enough. It's my daughter's tank 29 gallon. Is brackish easy to maintain? I have 0 experience with puffers, but he is full of personality.

I've been interested in puffers for a little while but don't actually have one. As far as maintenance, I wouldn't necessarily say it's any more or less work. Just keep the salinity in check and you're set.

one quick thing, use marine salt and not aquarium salt. You can start adding salt when they are young. You will want a hydrometer, the 29 will work fine don't change the salinity by more than .002 a week
