On occassion they will breed at 4 inches. But you do not see that often at least in my experience. I noticed mine will start courting each other around 5 inches and start laying eggs around 6 or 7 inches.
Try to prevent them from breeding when too small...three to four inches. My experience is that it slows their growth. Energy expended in breeding rather than growth.

I agree with Mo. I had a Cuban pair that I found paired up in the LFS tank. I bought both of them of course and they were about 3-4". They bred every 6 weeks in my tank and 6 month later the male was 7-8" but the female was still the same around 3.5". All her energy went into breeding and not growing.
