just the 21w bulbs.
there are separate fixtures for High Output (HO) T5 bulbs.
having said that, I like the coralife aqualights. they are great for the money.

yeah, the wattage is set for the length. just something to note, T5HO bulbs are not made to a standard length like other bulbs. each company makes their own size a little different. some bulbs may fit very loose or very tight in that fixture
so since it comes with Colormax Full Spectrum and one 6700K bulb if i swapped it for 10,000k bulbs, http://www.bigalsonline.com/BigAlsUS/ctl3684/cp18371/si1379093/cl0/coralifet510000klamp30, would it be brighter even though they're 18watts? im not familiar with all the light stuff sorry 
I have that same fixture in 36" on my 65 gallon and it's a very bright light as is. I left the bulbs alone as I have live plants so I wanted the grow light it comes with.
I believe the Kelvin rating on the bulbs is a measure of color output not necessarily light output which would be lumen's. I think the higher the Kelvin rating the lower the lumen output but i could be wrong.
