T4 28W bulbs vs T5

I looked for T5's everywhere I just can't find any in my country, probably not that popular or too popular and they're out. Anyways i found T4 light bulbs available and I was just wondering if anyone had any experience with them and how do they compare to T5's. I use a regular T8 bulb on my tank and I haven't had any luck with plants not even java fern , hornwort nor anacharis witch are supousedly low light plants. Even had red myrio once in there that was hanging in for a very long time (suprisingly), but eventually died as well. Obviously I'm trying for a low tech semi planted tank so I'm not using ferts, substrate or CO2.
Will a T4 bulb solve my problem and enable me to have few low light plants?
 
What size tank have you got and what type of T8 bulbs?

How high is the tank and how old are the T8's?

Personally i've never heard of T4 bulbs, so bot sure if that would help or not...

I've never heard of T4s before either so thats y I'm asking. The tank is 100x25x40cm so the hight is 40cm and I have no idea what kind of T8, it's a philiphs bulb 120cm long white light and I just bought a new one few days ago but the old one was about a year old. I asked for 65000K color light T8 bulb they had no idea what that means.
 
In would try to find something online, but shipping would be pretty pricing. It is worth it though to have nice plants!
