Tahitian Moon Sand & Substrate Changing

I'm planning to remove the gravel from my 40g planted tank and putting in Tahitian Moon Sand. However, I heard that this is not good substrate for rooted plants, which I have. Is this true?

Also, what is the best way to take out my gravel and add in the sand? I obviously need to remove all of the fish, right?
