Does this appear to be tail rot? On a red tail cat

Any tankmates picking on it?
I do agree with the above though, this likely stems from a water quality issue - red tail cats are very messy fish and require very large and frequent water changes.

I’d say tail rot. Increase water changes to 50% weekly for now with a.l dechlorinator and get the water tested.

Will it solve the tail rot issue or should I pick up some medicine?

You could medicate but in hospital aquarium.
I suggest getting the water tested. If you don't own a freshwater test kit you can take a sample of water to your lfs. Also if Redtail healed and placed back in the aquarium without knowing the water parameters problems will reoccur.

Clean water and eating should be enough for the catfish. Sometimes not and need meds.
