Looks like the plastron of a matamata - not sure if those are natural colors or not. Very cool. Hopefully a few experts will chime in...

I believe it's a hatchling. Lots of turtles are brightly colored, especially ventrally, when they're little. I've seen one study that implied it was aposematic (warning) coloration to discourage predation by fishes.
 
thats a natural color... one of my matas is like that... although the color gets darker when they mature...
