is it ok for my discus tank light to be ON during the day and night time! the light is ON 24/7....??? and is it normal for the stripe from my blue torquise are disappearing?

It's not fine for the light to be on 24/7. Keep it on for bare minimum of 10 hours only. Fish need "sleep" too and cannot rest comfortably while the light is on.

Discus aren't big fans of light anyway. 24/7 lighting, as stated above, is not good for any fish.

and it is normal for the stripes to go away

yes they can go away with stress.... so if they go away the fish are stressed. My angelfish do it all the time.

You have that backwards. Adult discus are stressed when their stripes are more pronounced.

Yes,
usually when Discus are NOT stressed, their stripes are gone or much less pronounced.
It is a good idea to have your lights on a timer so they are only on abou 12 hrs a day.
I assume that some natural sunlight gets into the room that your tank is in, so have the lights come on after some natural light enters the room.
