These are pics of my 10 gal planted that I have had set up a few weeks now... I have a hagen co2 going during the day with the lights on and at night I have an air stone going. Lights are a retro fit, 2 13watt lights.

I've read the mondo grass isnt a true water plant so I plan on replacing it shortly...

My questions is on my hagen low tech CO2, how do I control the bubbles per minute so that I dont poison the tank?

Is the plant on the left of the tank supposed to turn redder with time or am i doing something wrong?

What is a good type of moss to try to grow on the driftwood?

For the hagen system, the bubble diffuser is not very good. You don't need to worry about bubbles per second though, as the reaction style co2 will not produce too much for your tank. Just put the co2 tubing at the highest level on the ladder, and you will be fine. A good moss is christmas moss used often by amano. You need to get rid of your filter, and either get a small sponge filter and powerhead, or a small canister. The surface movement is making co2 useless, unless you were to put pressurized and do 15+ BPS. surface movement will gas off the majority of your co2.
