I have a 30 gallon that has a "floating bottom", and the silicone job wasn't looking that great, so i took it apart, and no i'm wondering when i put it back together, can i put it nack together as if it was a normal tank? or do i have to keep it as a floating bottom?

From what I understand about that design is the glass fits the inside of the other four sides so in order for it to be on the outside with the four sides resting on the bottom piece, the glass would have to be slightly bigger...so...either put it back the way it was or buy a bigger piece of glass...yes? I would buy the glass as it seems to be a stronger design, but you may have a problem with any trim going on the bottom.
I am confused about one thing...what do you consider a "normal" tank? Four sides resting on the bottom piece? Thats what I would consider a "proper" tank, but many manufature their tanks with the four sides supporting the weight and and the bottom on the inside of the outer pieces with all that being covered up with a plastic trim piece claimed to add to the over-all structure. Take a cue from frameless tank designs and draw your own conclusion. I think many tanks with the trim just use the trim so that the construction of the tank is more cost effective...there isnt any need to polish the glass edges or make to much concern about the silicon. This is evident in tanks that are solid bottom but still have the trim.
Just my 2.
