Does anyone know if a 48x36x24 would be able to house two peacock bass with some jaguar cats, bichirs, and some eels?

Yes but only temporarily. The pbass will outgrow those fish very quickly and eat them. Also pbass grow to atleast 2 foot so they will need a much bigger tank in the long run.

the length is killing you. It won't even work for the larger species of bichirs, IMO. It won't work for p-bass in the long run either.

Long term I wouldnt do less than 96L x 30w x 24H. Thats minimum for 18" fish.
