Tank too large for now?

Just recently picked up 2 jags 1" to 1.5" by themselves in a 90 for now pretty heavily decorated with rocks and driftwood. They hide anytime there is action in the room i.e. me feeding them. The food (NLS 1mm sinking pellets) just sinks to the bottom into the substrate. Is this because the tank is too spacious at their current size they seem lost in there. I've started with 2"-3" specimens before and never had this problem.
 
The bigger th tank the quicker your fish will grow may be remove some of the decor so they see the food most fish catch on to feeding them quickly I am not sure if jags will eat of the bottom you could also go with a glass bottom for awhile.
 
you could feed them flakes until they realize that the lid opening means chow time then switch back.
 
It's more difficult to feed small fish in a big tank - harder for them to find food (especially shy fish) and the leftovers foul the water. I'd suggest either keeping them in a smaller tank with fewer decos or add some outgoing small tank mates to teach them how to eat.
