tank wiped out gotta start over

Well I have a tank that crashed. I started seeing problems with my fish a few days ago and within 36hrs everything died. This was a well established tank and I don't know what caused the problem. in the end I lost a total of 9 fish. To be honest I am tired of trying to figure out what went wrong. :wall:

Anyways onto the point of this thread. What steps should I take to break down and clean this killer tank to start over. Do I clean everything with a bleach mix? scrub everything as best as I can and with what? Also what should I do about my bio wheel on my HOB should I replace it, or try to clean that as well? should I maybee replace my substrate or clean it as well. I have never had a tank crash on me before so I really don't know what steps to make.

If it was me and my whole tank died and I had no idea why I would clean everything with bleach and replace all filter media. The start with a fresh tank and go through the process of cycling correctly.
 
Pour x amount of bleach into the tank while running and let it be for a day. Do this a few times and you should be good after a 100% water change x2 or so. That will run the bleach water through the filters and stuff.
 
So how much bleach should i put in a 40gal tank. What should I do about my bio filter and substrate/decorations? Should I go ahead and scrub down and remove all the bio mass that is built up in the HOB filter? basically start from scratch?
 
its really cold out. drain the tank and let it sit out side for a few days. This will freeze and hopefully kill everything. Followed buy a really good cleaning with rags and soap.
