Once my tanks are finished, I plan on moving my 20 indo dats into it.

I need to know a couple things.

1.) whats a good color substrate I should put in there, ( sand or gravel is fine )
2.) what are some good tank mates I could keep in there with them.
3.) I plan on putting some live plants in there, so the fish must not eat my plants

colour is personal preference but i use natural sand and have used natural gravel in the past.
as for tank mates just use fish big enough to take care of themselves and again is personal preference.
i have plants in my little indo tank and they are fine.

you already have 20 indo datnoids, don't think you'll need any more tankmates. unless of course you're talking about a 300g tank.

They are 1-2" and the tank is a 100+ gallon custom ( 70x24x16)

Plants should be OK, I would forget tankmates and let them grow out.

I've seen dats kept on Black sand and there colours looked good but the chioce is up to you, at the moment i've got some 'strange' Tankmates for my dats they live with, 4 cichlamosa pearsei, a mayan cichlid, and a chocolate cichlids and a few L-numbers and there no agression at all.

I wouldn't as the bichir would outgrow the Dat and could quite easily eat them.
