my tank is 39x16x20 inches with 30 kg's of live rock and a skimmer with planty of flow. i am looking to keep a snowflake eel and possibly a dwarf lionfish would they get on? and also would i be able to add anything else?
 
I think as long as the eel has plenty of hiding spots you should be okay. I would add the eel first personally so he can get used to his hiding spots before the lionfish starts swimming around. Lions normally hang near the top(atleast mine always have). If you were looking to add other fish to the tank I would add them before you added the eel or the lionfish so the less aggressive fish can teritorize the tank before the aggressors

so could i keep any other fish? and what size tank would i need if this one is not large enough?

could i keep a snowflake lionfish and a yellow tang and possibly some chromis in this tank?

For that stock, nothing less than a 6' aquarium will do, so go with at least a 125 gallon. The chromis could be hit or miss with the eel depending on the size of the two fishes; they might become a snack if they're too small, and the eel misses too many meals.
