Tap Water Phenonmenon in SFbay area

recently, i discovered my tap water comes out at 7.2ish ( instead of 8.8ish) and overnight , after a water change, the tank's water( this is in 28 gal of water , doesnt affect my bigger tanks) will drop to around 5.0 .... my friend just lost a pbass that we suspect is because of the tap water...... could it be because we are in a rain week, so rain water changes the normal water that we get? ._.

dunno... just wanna warn u all that tis seems to be happening

I guess im having the same problem from what yu told me earlier...=/ hopefully my other fishes will be ok. I'll do what yu have told me by prolly letting the tap water sit for awhile before running it into the tank, and checking the PH as yu have the problem to with it being so high. CA tap water juss sucks and is overall a very hard water

i guess it was just yesterday that was really weird... today its at high 7 .... close to 8 .....
