That would house the ray for quite a while. With a 75 gallon tank, the ray would likely die of ammonia over the course of several days.
To sex the rays, look at the small fins beneath their tail at the rear of their disc where the disc and the tail meet; if there are two small organs, one on each small fin, then it is a male. If there is nothing there but the round, even fins, then it is a female.
$75 might be a good deal, depending on the pattern. I paid $75 for the female and $25 (+shipping, 50 bucks but also shipping other stuff) for the male.
By the way, the term "teacup" is often used by a LFS when they have no idea what species a ray actually is. Make sure to get a scientific name from the LFS employee, or if not there are stingray books out there that you can get to at least have some idea of what species of ray you are getting. I would suggest getting a ray from a breeder or a more professional fish store, but you can always check pictures here to figure out what species the ray is.
Some last advice- if you don't know how to cycle your tank, or don't know what a cycled tank even is, make sure to research the "nitrogen cycle" in aquariums. I might just be preaching to the choir, but rather safe than sorry.
