where to buy where i wont get a dead ray when i pick it up

And also ive read around but it seems retics (SP) are the smallest of the rays? is this correct?

Teacup is just a generic name so if someone sells you a 'teacup' you could get one of a few possibilities. Yes, retics are among the smallest-growing rays.
