Teeny tiny spots on tinfoils affecting my other fish?

I noticed these reallllly small white dots on my tinfoils today since my 7 year old calico fantail is acting lethargic and so is my single tailed fancy that I hatched from a egg 1.5years ago. The dots are not raised, the fish are not scratching or anything. Is it just part of the fish or something I need to do something about?

Next 2 pics are close up. On the top of the fish if you look closely you can see the white dots.

All other fish are acting fine, just these 2 fish are acting strange.

More info, tanks been setup since October, but the filter has been up and running for many of years. Ammo 0 nitri 0 and nitrate 15 after water change sunday. No fish or live plants have been added for many many many months.
