That is part of it, but not the big one. He may have a permit to have them in CA if he is a Bussiness and ships out of the state. The bigger problem is that it is for Pick up only. No hobbyist is going to have a permit to legally have them in CA. Some people just do not think the rules apply to them.
 
It happens all the time. I've never seen it as public as on aquabid but goto any piranha site you'll find people posting piranha's in illegal states, other sites people selling rays in states that are illegal, etc.

Seriously, though, there are lots of rays here in Cali and it's not that hard to get them. But to advertise one on aquabid is a bit brave, and perhaps not too smart.

Cause of the angle of the ray and water and how the pic was taken I guess.
