Tenecor simplicity filtration ???

I have a tenecor 110 Gallon with simplicity filtration built into the back of the tank. It has two Aqua Clear 802 power heads in the sump returning water to the main tank. On top of the sump it has a black drip tray that covers 4 bio ball chambers. The water coming into the top of the sump only makes it 2.5 chambers down. It never makes it to half the 3rd chamber or any of the 4th chamber. Ive tried raising the water level in the sump up higher and that slows the water down even more. Any ideas what I can do to get the water all the way down the drip tray ? Thanks in advance, Phil

Krichardson , Thanks for posting that picture. Thats the same set up I have. Next to the bio balls I have two AC 802 Powerheads. On top of the bio balls there is a black drip try. My tanks water only runs down 3/4 of the drip tray so 1/4 of my bio balls are not getting water dripped through them.
