The inside of my terra cotta plate is shinny, this could possibly be some kind of varnish. I was wondering if this is safe for my aquarium?

Welcome to MFK, hopefully someone will be along shortly to answer your question. Myself I would think it is some sort of glaze that was applied before the firing process.

it's safe for your aquarium ,the only reason people don't use the glazed ones is when the fish breed the eggs don't stick ,but its fine to use.
