I'm gonna go with krichardson...even though the tail bar is of an IT (some pulchers will have this) the big sweeping bar tells me its a pulcher.

any pictures of it in a tank?

Nomad has a pulcher and say's the tail markings are similar to and IT dat, so it could very well be a Pulcher. The question is where did you get it from and is it for sale?

The centre bar lean more towards a Pulcher. Not 100% sure, have to observe it's behavior inside a tank

Aside from the things mentioned above, the color just screams IT. Any true Pulcher I've seen is bright yellow, in the water or out.
