The structural integrity of bottom shelves on racks

Some of the newer designs on racks that I've seen (and used), specifically the one Joey used for his 40bs, in the relatively recent rack building video he made, have the bottom rack just basically acting as the foot of the rack, basically just holding the tank off the floor. Is that all it needs pretty much? Is it just a matter of holding it up off the floor for proper weight distribution on a more structurally sound object?
