THE TOUGHEST SMALL FISH - ... is what?

Hey all, I need a companion or small group of to hang with a very odd centerpiece 'fish'... a lesser siren. (Anyone unfamiliar: this is a fully aquatic salamander)

He's dim but nippy, he'll bite at ANYTHING that happens to get close to his face, big or small. (When he nibbles at my hand to get his pellet it doesn't feel like much, but I've seen some nasty torn fins 'cause of him and his brother.)

In with him are two inch/1.5 bushy nose plecos, which of course are swimming... hopping artillery units. They're more than fine. He's got some guppies floating around, and although he almost never actually catches one, he has gotten a fin or two before. I'd like something to go in with him that can't take damage, like the plecos. It doesn't even have to be a fish, just fully aquatic! Thing is though, it can't be so tough that it'll fight back, or pick on him/his feathery gills because he's slow and silly.

-Pleco - got 'em. (And they're out into a bigger tank when they get past the 3" mark)
-Pea Puffer - too aggro.
-Snail - He'd probably harrass it stupid.
-Crayfish - NO.

Anyone got any suggesstions? ^^ This is for a 20 gallon tank all for little old him right now. He's still a 9" juvie.
 
I'm assuming that it usually spends most of it's time on the bottom...with that assumption in mind, I would go with a group of Pearl Gouramis. They are not aggressive like Opaline Gouramis (Trichogaster Trichopterus) and tends to keep to themselves. I've always like Congo Tetras:) And I also like the way a shoal of Buenos Aires Tetra look, but I've heard they can be pretty aggressive.
 
All those fish look very delicate to me (especially the gouramis with those long fins and such! I don't know how tough the hatchets are, though (but they're kinda ugly XD).

Also, he spends a good chunk of his time on the tank floor but he actively patrols the top levels too (puts them guppies in their place!)
