Wouldn’t a strong light above the tank and dim lighting outside the tank take care of that?

I’m sorry I misunderstood your post Viktor.

What I think could work is getting a thin sheet of glass, putting the sticker on the thin glass, then attaching it to the front of the tank so that the sticker is wedged inbetween the pieces of glass therefore the sticker has been flipped around and the fish can’t see outwards.

I don't think you misunderstood me. From the little I know, this optical coating works as I stated and as you gave the right example of - more light in the tank than outside the tank would make it work.

The problem is more light inside the tank may stress the catfish, thus erasing the intended blocking of the external visual sources of stress.

1595166342496.png If there is more light inside the aquarium than the light outside, the light rays from your eyes go through the glass and the catfish inside won't be able to see you out, like in the image. The one-way reflective glass completely depends on the amount of light in the surroundings. If there was a light inside the aquarium and it is dark,t then it would work.
But, as Viktor said, the light could stress the fish out if they are nocturnal catfish.

So I was doing a water change and got a good video of the little guy. A lot of catfish come out during water changes for some reason.

This catfish has a tendency to swim upside-down, in fact around 6 were beneath about 4 inches tall driftwood, upside-down at the shop where I got him. I have been sneaking in Lil carnivore pellets (that I also feed my ropefish) at night and now he comes and sniffs at it when I release it inside his cave. however, I think it is too big for him, even though they disappear over night-time!
